FY2006 Excessive Packaging Restriction Promotion Project

Promotion and implementation assistance of Excessive Packaging Restriction (EPR) are the project main objects and the project content is divided into three categories, the promotion, implementation assistance and drafting of third-stage EPR. To successful promote EPR, active promotion (EPR regulation promotion meeting), mandatory notification (investigate potential excessive packaging product and inform related business for necessary packaging modification) and technical assistance (offering EPR regulation and compliance consulting) are implemented during the project period. All above works are aimed to instruct Designated Industry (DI) for non-excessive gift box packaging of Designated Product (DD). 44 regulation promotion meetings were hold with 1,371 participants and 92 designated products and packaging were sampled and analyzed during Chinese Lunar Year, Valentine's Day, Mother Day and Moon Festival of 2006. The investigation results were announced by Press meeting and sampled DIs were informed by mail. Regarding to EPR technical assistance of the project, the Auditing Proposal, Regulation Execution Guideline, Audito Training, Exemption Process, Audit of Packaging Examination Organization, Local EPB audit reporting and EPR Management System are established. Therefore, the public understanding to EPR was raised 12% from 2005’s 34% and DD non-conformity rate is downed 97.7% on the basics of 2005’s Moon Festival investigation result. It shows the success of the first-stage EPR implementation. The project also reviews EPR relative development in EU, US, Australia, China, Hong Kong and Japan and found that EPR plays key role in developing comprehensive Packaging Management System. In drafting third-stage EPR, 3C product, household cleaning product, sport product and hardware product are proposed for further DD list. Moreover, two recommendations, (1).encourage thinner and lighter gift box material and (2).simplified Single Material Identification for using more recyclable material, are concluded. However, due to possible various second-stage implementation outcomes and further regulation amendment, the timetable for third-stage EPR shall be evaluated till the second-stage EPR is completely enforced.
